I think the emphasis on getting only the culprits for 9/11 is misplaced. We let terrorists get away scot-free for too long. It made them bolder. We should be like the Israelis. Never let one of these guys get away with killing one American, anywhere, any time. Hunt them down to the ends of the earth. It may not stop them but at least they won't believe they can commit terrorism against the US with impunity, which is what Bin Laden thought.
