my personal opinion : lets target the big guys, and beat the shit out of them. The small guys will then whimper away and find an easier target (not us). 9/11 made us all aware of the risks. now we got to find a way to manage the risk, because it can never be eliminated. (Un)fortunately, IMHO, Iraq/Saddam does not fit into my perspective of "big guy". Methinks he's one wo will whimper away.
