Ray, I would think he refers to somewhere in California. Maybe he refers to the few days or hours of spiking caused by various nationwide scares, like maybe the 911 spike last year?

I find it difficult to believe his suggested 100% spike without a wholesale increase whatsoever, took place nationwide if anywhere at all, and certainly not for any extended period of time(brief & known event oriented). For Southard to then suggest that perhaps a fear of an investigation of this 100% spike motivates V.P. Dick Cheney, is pap of the highest order.

Rather than go into all the other warped notions of reality I believe Southard also employs to make his charges, why don't we just call a spade a spade and agree that Southard is writing trash which can't be well supported, if supported at all?
