So he's not responsible for the zig-zags and circles? A real leader would never blame his speech-writers.

So, is anticipatory self-defense an established principle of international law or a dangerous breach that will bring chaos? Or does it justify dropping a few bombs, to no lasting effect, but not a real, effective attack?
