Shrub may be Anglophile (I genuinely don't know), but he's never let this visibly affect Cheney's foreign policy. I think he'd have a lot in common with the more aristocratic Tory grandees, certainly he's every bit as much a child of privilege as they, and they also see stupidity as an asset (for example, our WWI officer class)...

Blair's from a poorer background, more meritocratic; he's a classic ex-lawyer... I don't think he's greatly imbued by feelings of heritage and attraction to Olde Englande. That stance, and playing on it, IMO would again be more of a Conservative habit.

All that being said, for the majority of British there's definitely far more commonality of feeling here with the US than for any other country - language, history, culture, market orientation, militarist stance... - so I'd be surprised if that attitude didn't exist at all levels.
