Personally, I would have liked more information.

For example, suppose there was a gang in the town which was intimidating younger students, beating up kids on the playgrounds, even doing more serious crimes, and their badge of membership was to wear dreadlocks. In that case, even if the police were dealing with the criminal aspects, I can see how just wearing dreadlocks in school would be intimidating and be very disruptive to the learning environment. If I were a parent of a young in such school, I would be insisting that dreadlocks be banned.

I don't say that that's what's happening. It's probably not. But there may be other reasons why that policy makes sense. Personally, I like to look before I leap.
