"I do not think you always understand what you are saying." The only way that makes sense is if you think I am occassionally possessed by another being. I always understand what I say and I don't know a single human being who doesn't. The understanding of the saying pre-empts the utterance. Now if you mean that people occassionally have their facts wrong and are talking on a topic for which they have been poorly informed or misinformed, or even that some people communicate poorly, then I would agree with some of your points.
