That depends what you mean by understanding.
If by understanding you mean "Whatever a person believes" then that is understanding. That is not the way I define the word understanding.

A mad man babbling backwards nursery rhymes, under your definition, would "understand" what he was saying. I'm not sure I agree with that kind of definition.

I like these two meanings of understand:1.To perceive and comprehend the nature and significance of; grasp. See Synonyms at apprehend.
2. To know thoroughly by close contact or long experience

Being plain flat out wrong about something indicates a personal lack of understanding, as I understand the word "understand".
