Well as from the start there are two ways of looking at it. One is knowing what one was thinking when she used the words... which would qualify under both definitions.
The other is knowing the correct interpretation of the words chosen to communicate.

As a teacher you must occassionally see, write or in some way deal educational objectives. Formal educational objectives using the word "understand" are forbidden as a convention. That is because you cannot measure what another person understands. Even if they tell you flat out that they understand something and demonstrate some evidence of knowledge about the thing, you can not verify how much, how little, or even if it is absolutely true that they understand what you want them to understand. They understand something you just have no way of knowing for sure what that is. They definitely understand the idea, concept, meaning they are attempting to convey. It may not be the usual one that everyone else knows about.
