The obvious context is territorial. An attack on ones person or state. 9/11 satisfies that criterion.

By international law this includes attacks on an embassy, consulate or ships at sea (International waters).

After this is gets murky, enemy of my enemy stuff. Like how did we justify going to war with Nazi Germany and Fascist Italy? Answer - They were allied with Japan which attacked us (and Roosevelt wanted to take advantage of finally turning our isolationist bent).

How about modern weapons? Real murky - what if Senator Leahy was right and West Nile was 'helped' out this year. What if the CIA found out that Iraq played with West Nile. Proving a link is very difficult with bio and chemical terrorism.

Nuclear would be oh so easy - nuclear materials have distinct signatures - that can be tied to their sources.
