government said the
U.S. Foreign
Intelligence
Surveillance Act court
raised "significant
constitutional
questions" when it
rejected some of
Ashcroft's post-Sept. 11 guidelines for terrorism
and espionage investigations.


That is good. "Significant constitutional questions" are essential in democracies.
