I notice your link talks about dual use equipment. At the time Iraq wasn't considered an enemy and it would be normal to sell such equipment to them. Some of the items definitely shouldn't have been sold even going by what was known in the 80s (and with the benefit of hindsight is a no brainer) but most of the dual use items that where sold where the type of thing that can be bought from many other countries besides the US and which where routinely authorized for sale. Probably too routinely the commerce dept. has always leaned toward allowing sales if there was any doubt. They are concerned about commerce not security and the thought was that some other country would sell the stuff anyway. As your link says "Although the West Germans supplied the canines, Americans supplied some of the lesser teeth. "

If it was not dual use but rather specific chemical, biological, or nuclear weapons materials then it would have been in violation of US law.

Do you have any link supporting your claim that "we helped train the Iraqis"?
