I assume that decay is evidence of the deficiency of a society, and demonstrates areas that should be improved.

I suppose that we gradually improve morally, not in an unimpeded way, but by and large, and that as we improve, we approach ultimate, or objective, values.

I would say yes, necessarily. But if you want to make a counter- argument, feel free.......
