Why Iraq can't be detered -

nytimes.com

By KENNETH M. POLLACK

Tim, Mr. Pollack has been a very outspoken hawk when it comes to this war and makes a very convincing argument. And he could well be right.

However, I could make the argument another way. Saddam has been around for 40 years and is a pain in the ass but he only plays in his own neighborhood and he is no direct threat to the US. Mr. Pollack suggests that Saddam is a risk taker and overestimates his powers. I think Saddam is typical of most bullies; they know they can get away with outrageous behavior sometimes just by being, well, a bully. When it doesn't work, they lick their wounds and go home.

Both Pollack's and my theory is based a lot on human psychology and behavior, and so there is a lot of room for error.

However, I think the real issue is not whether Saddam poses a problem or not....most will agree he does...... but rather what's the best way to deal with him. And like I said before, I want us to find the way that deals with him effectively while expending the least amount of resources possible.
