I sure do consider it of importance if someone keeps me waiting for a half hour.
Of course, if they recognize that it was inconsiderate, and apologize, that's a different matter entirely. Things come up, after all. If I know them so well that I understand that they are, where time is concerned, dysfunctional, I would do as you do, and systematically arrive late myself, which, by the new de facto definition, would make us both on time.
But if someone I didn't already like an awful lot kept me waiting for a half hour and didn't care enough about having inconvenienced me and wasted my time to say something about having done that, I wouldn't be meeting them again.
