Very interesting post.

I can't imagine keeping anyone waiting voluntarily and have never done it in my life. I've been late, but never without a reason, and an apology. I can't imagine making the kind of calculation you did in that post!

Though you did specify 15 minutes. In NY, that's considered very on close to on time, because traffic is unpredictable. At 20 minutes, you're late.

I've met "never apologize and never explain" people. That is only one component of a (cold or insecure, artificial, and rigid) personality, is my observation. It is part of a syndrome, I believe. A normally warm, reciprocating, kind, considerate person doesn't keep someone waiting without offering an apology. Doing that is an act. It makes a statement.

You would not do that to a person whom you considered 'important,' and whose good will or good offices you hoped to get, or keep.

Not if you have a clue, anyway.
