I think they are afraid of killing Arafat in view of what the kind of resolve and resource that Muslim extremists and terrorists could muster to mount attacks. 9/11 was a spectacular example which has been keeping America on its toes ever since the twin towers collapse.

As one Muslim leader has promised, "If one, just one hair of Arafat is harmed, you will be very sorry................." I believe lots of folks take him seriously enough.
