I regret to inform you that I couldn't find your quotation on the link you posted.

Nevertheless, I'll pick into your quote regardlesss of where it came form.

Vietnam's December 1979 invasion after murderous Khmer Rouge attacks on Vietnamese border areas, driving out Pol Pot and terminating his atrocities, was portrayed by US leaders and political commentators as a profound shock to their delicate sensibilities.

I don't recall seeing this reaction. I remember thinking that two Communist countries coming to blows was probably not a bad thing for us.

by helping to reconstitute the Khmer Rouge at the border,

How did they do this?

granting the Pol Pot government diplomatic recognition,

If true this doesn't amount to much but words.

and insisting on a central Khmer Rouge role in any settlement.

Doubtful - in a conflict between two Communist countries, our opinion as to a settlement wouldn't be very relevant anyway.

To punish the perpetrators of this crime of aggression, they also had to maintain the embargo that had been "bleeding Vietnam,"

Now we come to the real grudge Chomsky and you have against the US - we were embargoing Vietnam. I might suggest we had other reasons for this at the time.
