I would phrase it this way....the US [CIA] put the Shah into power and fully supported the Shah's regime as it tortured, mutilated, and killed Iranians. I'm not sure why, but the Iranians didn't enjoy being tortured, mutilated, and murdered by the Savak. After all, it was all done to feed the coffers of the Shah and the American oil supply. Shame they didn't appreciate America for everything we did for them.
As one act of retaliation, the Iranians took 52 [?] Americans hostage.
So I would say that every Administration from the one that put the Shah into power through Carter, made Iran an enemy of America. Should be pretty easy to look up when the Shah came into power and correlate that to Presidents. I blame them all for being really, really stupid.
