This is not entirely correct. The US deployed Anthrax (supplied to a terrorist without government approval) in September 2001.

You might as well count the Japanese group who released Sarin on the Tokyo subway whle you're at it. But neither incident counts, as neither is the action of a 'nation'. However, Hendren forgot to count Nasser's use of poison gas in the Yemeni campaign in the 50's.
