Not really, Johng. There is the time broadcast from the atomic clock in Colorado, which is not suitable to be received perfectly by each cell tower(and coarse in resolution); and then there is the option of wiring dedicated timing cables among towers which is completely impractical. GPS broadcast remains the sole option imo. Can you think of any other method?
