Pre-empting a threat presumes a threat to preempt. It doesn't mean we just go about inventing threats. It means reversing the policy of containment which lulled us into thinking that if we can just keep the threat "over there" it won't bother us."

Good points. My understanding is that we are indeed vigorously pursuing terrorists all over the world with active assistance from many, many countries. The issue of Iraq is linked to terrorism and self-defense in your mind, but not in the minds of the rest of the world -- so we don't get their cooperation. If we intend to go into Iraq, we could do an infinitely better job of explaining why and formulating a policy that does not look quite so much as a lisence for unbridled aggression by anybody with a beef against another country.
