My answer to this has been that deterrence wont work in the end because he is so unstable. There will be a time where he will not believe US resolve. If we get into it then, we can be sure he will have nukes in the arsenal and delivery mechanisms for all wmds. These are two logical arguments whose validity unfortunately will be determined by events or lack thereof.
I do believe that this unrelenting US pressure might lead to other ways--his overthrow from within, his cutting a deal to leave with his money and family without a tribunal hanging over his head, or a cynical self-interest deal where he gives up wmd, pumps oil, and is removed from pariah list. RE: the last point; He may have thought he had that relationship with the US prior to the Iran/Iraq war.
In any case all of the above requires the pressure to continue. And I will go with the kennedy/daschle position for the time being of getting the UN and Congress onboard to make US action all the more believable and threatening to saddam. mike
