Sorry, I don't see how what you quoted provides, as you put it, "a lisence for unbridled aggression by anybody with a beef against another country" (it's "license," BTW).

We have "beefs" with lots of countries, including Mexico, Canada, Germany . . . none of whom are in danger of "unbridled aggression."

I think what we're saying is that countries which allow themselves to be breeding grounds for anti-US terrorists had better watch their asses because they are going to get the same treatment we gave the Taliban.
