They could (and they would need several for proper coverage, and get the same solution.. But that's the GPS solution: satellites in the sky).

<<why would it have to sync exactly with the US atomic clock?>> They don't imo. I don't even know if the atomic clock broadcasts are adequate in resolution and coverage for cell tower sync. I had read about that stuff some years ago, and it's not clear in my memory. I remember that there are several repeater stations around the country attempting to calibrate for the propagation differences at different localities, but I just don't remember what the resolution of it is. I just think QCOM would have used it if it had any value.

Only because of lack of any other acceptable solution. I just don't know any other way than satellites. Notice that I am lumping satellites, all satellites into the same solution category.
So, in my mind there is
1. Satellite solution, (works)
2. Direct cable connection among towers (unworkably impractical, tho theoretically possible)
3. Some other broadcast e.g. atomic clock (probably does not work)
