Doesn't the relative value of the stock market figure into their "strengthing dollar" scenario? Why would they strengthen the dollar and at the same time allow the market to go to hell? One affects the other...

The market is overvalued too many dollars added to the price of stocks they were inflated in value. When the tech boom went bust the FED attempted to maintain that which left alone would of self adjusted. When stocks are overpriced the market eventually does go to hell as it seeks value.

You project a future income when you invest in anything. If the price of the investment is too high you refrain from investing until the opportunity for profit in the future states that the dollars you use today will create more dollars tomorrow. If it takes too many dollars today in comparison with the probability of tomorrows return you have the market we are in now.
