Darleen, only one more The FED really can't determine who should borrow or who should not that is up to the specific lender.

They've raised/changed the requirements for banks/brokerages borrowing money relative to the support of stocks. Banks must justify their borrowing practices relative to meeting certain measurements. At the bottom of the totem pole we see it here...as even though the interest rate is low, the requirements for qualifying for that money has increased... these requirements have been set by the bank...requirements they state are a direct result of the Fed's so-called rules of "intervention" (whatever that is, regulations, accountability?). So, crap travels downhill.

All I can say is if the market survives the actions of all these pricks, then it is stronger than I thought.
