That wacked news site...Newsmax quotes him extensively in some book they wrote. Leahy surmises that this was simply a test run to see what our bio defenses and responses could do. They had that actual memo you linked to also. It's in their archives somewhere. I'm spent so don't feel like digging it up. Will later.

By the way, there is also a new Fed law that allows the Fed's to confiscate and burn property of anyone not willing to undergo innoculation in the case of a severe bio-attack/plague type event. Eight states already adopted, just my luck, freaking liberal Minnesota is actually one of them.
