Hold on, Torricelli didn't resign from the Senate (in fact he refused to), but withdrew his re-election bid. If he had resigned the NJ Democrats would be in a much better position; Gov. McGreevy could appoint a replacement and schedule elections for next year. Dems and Repubs would have to go through the nomination process again.
