Well I do wonder what fool suggests theoretical conversion rates are achieved. Theoretical conversion rates are defined and give a relative base of what is theoretical.

What a fools proffer. In that all discussion of Nuclear weapons destructive power is talked of in units of kilotons or megatons. Having the ability to represent or express that power in ways that people can understand seems relevant to me. It's not relevant to those with no ability to understand.
