The FBI and CIA have been behaving more like the Keystone cops for two reasons... 1) These two intelligence agencies have been unable to communicate with each other and share information ever since WWII, this was to prevent the two agencies from becoming too much like the KGB during the cold war... 2) Clinton cut their budgets down to the bone, further disabling them from doing their jobs... he didn't think wee needed either agency after the Soviet Union collapsed... Now, and for the first time, these two agencies are having to adapt to each other as well as address a huge national security threat... GZ
