Saddam had poison gas and ballistic missiles before the Gulf War. He used both of these weapons against the Iranians and Kurds. During the Gulf war and with the inspections afterwards, a lot of his weaponry was destroyed. So your theory that his neighbors are more afraid of him now than before simply doesn't hold water.

Saddam already did this to Iran, and he did it before the Gulf War. That didn't stop his neighbors from publicly asking for US assistance in removing his troops from Kuwait. Again, the history of the region does not support your (convoluted) interpretation.

If they want US assistance with another war against Iraq, they can damn well ask for it publicly. Sending us messages that have to be interpreted by CobaltBlue is not a realistic way of asking for assistance.
