I don't like that hairy dictator any more than you do, but Iraq is a sovereign country and does not have to allow in inspectors for anything if it feels this compromises national security. Maybe they feel that they need certain weapons for the remote possibility that some day another country might just decide to attack them :) Paranoia? Maybe not...
