Seems to me that the combination of containment and massive deterrence has successfully managed uncooperative regimes many times before, including several that were far better armed and far more dangerous than Iraq will ever be. The Soviet Union comes immediately to mind as an example.

The leadershhip of the Soviet Union was not willing to bet the farm. They were "reasonable". Saddam is not. His judgement is horrible.
