You said that you had no idea how they measured it without opening it, so I gave a suggestion using a counter capable of discerning the amount of each type of radiation particle.

Another suggestion would be to read out of some book like Jane's big book of world nuke-salamis what a container of that size and markings is meant to hold, do a rough weight and density check (bathtub & scale) to make sure it matches up and then call CNN

I personally think that most people are not stupid enough or are just too sensible to open up military-looking stuff if it is not theirs. It does not need to be a nuke to kill your (the assigned opener) "assets".

So I think that they either found a guy in their country with a counter like the kind you can buy from edmund scientific, or a book like you can buy from amazon. remember the rule: most countries have several smart people on staff.
