That's a proposal not unlike one I'd first heard voiced by Harry Browne, and I find it intriguing. Talk about individual accountability for ones' actions...

The only (rational) argument I've heard against it is that the effectiveness of such a bounty is rendered questionable given that the $25M on bin Laden's head remains uncollected. Of course, the possibility that he's dead and/or buried in a cave somewhere largely makes that point moot.
