The buck stops at the President's desk. When the economy surges, the President gets the credit. When it deteriorates, he gets the blame.

And there are specific instances of Administration lapses. Here is just one:

The shenanigans of the Energy trading companies such as Enron cost California several tens of billions of dollars just as the Tech economy was weakening. The White house looked the other way. Given that Kenny boy had donated more money to Bush than any other person in America (around $700,000), this episode stinks more than all the skunks in Texas. Can you say "Malfeance?"
