You shouldn't be so concerned about the axis of evil being wiped out.

In the grand scheme of things, the Empire has always become the focus of the vassel states. It's not been a friendly focus. When they finally destroy it, they destroy it and it's people so completely that in our planet's history the site of an empire has been thereafter an underperforming place. This is true of Alexandrea, Rome, Bizantium, Egypt, China, Tikal, Ankor Wat and any other Empire I can think of. This is in contrast to areas which were involved in, and even defeated in war, but did not take on the role of Empire.
