I think the French proposal is a good one. Complete unfettered access to everything - with mention of an immediate security council meeting to figure out what to do if cooperation is not there. I think Bush/Powell should get the additional things they want such as complete access to iraqi individuals for questioning etc in the first proposal. It looks like a fair thing to do. Because reasonable people could disagree on what compliance means, it is a good idea for there to be 2 proposals. The first one demanding compliance and spelling out what it means. The second one to punish if 1st is violated.
