This conversation would have been fine in 1991, not today... today, I see no problem with taking action without any further wasteful "meetings," the game is over... anyone who threatens harm to the US or its interests must be dealt with without hesitation, swiftly and severely, that's the only way it will work... this is the only language dictators understand...
