Hawkmoon. I'm saying "correctional institutions" are not. The rate of recidivism - last I heard - was at least 70 percent among violent crime perps. Child molesters (who can never be rehabilitated according to the stats), rapists and murderers should be jailed for life in separate quarters from non-violent crimesters. Other than non-violent crime should be punished by a year's worth of community service, I don't have an answer. But I don't think a plethora of prisons has helped decrease crime.

BTW, we have our own homegrown terrorists as evidenced in MD by five fatal shootings today.

In WI last week, a group of 11-18 year old boys/men beat someone to death. This is happening increasingly. Not only should schools go back to basics, mothers (or dads) should stay home and raise their children. We see the result of parents failing to parent in school shootings and increasing psychotic behavior among American youth.
