Yes, the Democrats do have a plan. It was presented to the Congress before the tax cut was enacted. The Democrats plan was defeated by the Republican Congress. Their plan is to restructure the tax cut so more of it goes the lower income families. This will stimulate the economy because that group has a higher marginal propensity to consume.
