The President of the United States hereby offers amnesty to the future leaders of Iraq.

Any member of the Iraqi armed forces that wishes to have amnesty, may simply travel to the Kurdish areas of Iraq to demand asylum from the Kurdish tribal leaders in accordance with the wishes of the President. All members of the Iraqi government will be guaranteed asylum and safety until Iraq is free of the evil tyrant.

Because the family of President Bush has a well-known fondness for intelligence people, members of the Iraqi secret police are especially encouraged to seek asylum. Partial evidence of this fondness is the fact that President George H.W. Bush was the Director of the CIA, and President George W. Bush is a good friend of President Putin of Russia (former KGB).
