I wonder. In my area the unions don't have the pull to shut down a project anymore. Locally a hospital's mechanical is being done by a non union outfit from half way across the state. Sheet Metal picketed for a bit but everyone else crossed the line. We also have guys that have been laid off so long their benifits are expiring unless they pay out of their own pocket. There are some motivations there that might allow them to cross.

I would suspect your right though that crossing that line may not be the safest thing a person would ever do.
