From what I could find, the Rumailia oil field sits on the Kuwait/Iraqi border - meaning both countries pump oil from the field. Also from what I could find, Iraq's claim that Kuwait was "stealing oil" was due to the fact that Kuwait was shipping more oil than their OPEC allotment.
