I happen to know for absolutely certain that Qualcomm does design phones. One effort on this part is from the ASICs division, they design refrence phones for all of their new chipsets, their max production on these would be like 1000 and they do not sell them. Another effort is that they have an advanced technology group that is operating out of their R&D division that designs phones for new markets and then helps the manufacturers set up their lines, for this I am sure that they sign a contract with the manufacturers for each design.
