JLA, you certainly know that state statutes are interpreted by the state supreme court. The New Jersey statute, in question, did not expressly prohibit a change in candidates in the 51 day period leading up to the election. The same stature did not prohibit a candidate from withdrawing in that period. The New Jersey court simply interpreted the statute according to legislative intent.
