Very Kantian and duty-bound, Neocon would no doubt agree with it. I doubt it would get a nod of approval from Ayn.

"Lawrence Kohlberg: p. 115 (192-1987) American by birth and phsychology professor by profession, Kohlberg developed a theory of moral development. His theory is based on four assumptions;

morality develops in stages everyone goes though the same stages moral reasoning affects behavior discussion is needed for moral growth

Out of those assumptions came the stages:

Preconventional: Stage 1 -- avoid punishment

Preconventional: Stage 2 -- self-benefit

Conventional: Stage 3 -- seek the acceptance of others

Conventional: Stage 4 -- preserve the existing social norms or rules

Postconventional: Stage 5 -- fulfill contracts

Postconventional: Stage 6 -- decide based on ethical principles

When faced with competing moral obligations or "goods" one will decide based on which stage of ethical development one has completed."
