Do a quick cui bono? analysis of the random sniper fire in the Washington suburbs. Who benefits? Those who hope to terrorize the population and create the Police State. Al Qaeda has nothing to gain with this random activity. Forces attempting to scare the populace and create huge new budgets for themselves are much more likely to be the perpetrators.
