Hot diggety-dog. The policy of pre-emption is catching on...

Much to the alarm of officials here and in Washington, Indian officials have lately begun to suggest that the Bush administration's new doctrine of "preemptive action" against rogue states such as Iraq could be tailored to justify an Indian attack on Pakistan. Last week, Indian Prime Minister Atal Bihari Vajpayee said that U.S. pressure on Pakistan to curb its support for militant groups did not seem to be working and that India might be forced to take matters into its own hands.

Why the Administration would be alarmed [implicit: surprised]. This is a no-brainer, when the only super power in the world sets the policy, you should expect that others will follow.
